Which RAV4 is it?
EPA figures for each version of the 2023 Toyota RAV4. Use them to confirm you are looking at the version that was advertised, and as a yardstick on the test drive.
| Version | Drive | EPA rating |
|---|---|---|
| 2.5L 4-cylGas | AWD, FWD | 30 mpg |
| 2.5L 4-cylHybrid | AWD | 40 mpg |
| 2.5L 4-cylPlug-in hybrid | AWD | 600 mi range |
- The 2023 Toyota RAV4 was sold in three versions. Confirm which one this is from the window sticker, the engine cover, or the VIN report before you compare prices.
- On the hybrid, watch for the car moving off on electric power at low speed and for any hybrid system warning on the dash.
- Reset the trip computer at the start of the drive. A RAV4 that averages well under the EPA 30 mpg combined on a mixed route may have an engine or tire problem.

Why these checks: what owners reported
NHTSA complaints for the 2023 Toyota RAV4, grouped by the part owners named. Open a row to read what goes wrong.
Electrical361 crash
Stalling is the most common report. The engine shuts off at stops, in drive-thrus, or at highway speed, and the dash shows "Engine Stopped, Steering Power Low." Many stalls happen in heavy rain. Restarting can take 15 to 20 minutes. Dealers often find no trouble code. The instrument cluster can also go black or flicker, and federal recall 25V595000 covers a panel that fails to show safety information, though the repair part was not yet available. Other reports describe screens rebooting, false driver-assist warnings, and brakes squealing before 5,000 miles. One crash report says the SOS button failed.
Steering232 crashes
Most reports here describe the same stall. The engine dies in drive, at a stop or on the highway, and the dash reads "Engine Stopped, Steering Power Low." Steering turns heavy. Many owners connect it to heavy rain with the wipers running. Some see smoke or smell burning. Often the car will not restart for 20 to 30 minutes, then runs normally. Dealers usually cannot duplicate it. Reports range from nearly new cars to 35,100 miles. One crash involved ABS activating and the steering locking at 75 mph. The fire report came from a crash at over 120 mph.
Transmission83 crashes
Three crash reports describe the car surging forward at parking-lot speed while the brake pedal does little or nothing. One car was totaled. Gas-only models jerk and stutter under light throttle between 15 and 40 mph, at 1500 to 2500 RPM. Other cars fail to pick up speed below 40 mph while the RPM climbs. Some stall at stop signs with every warning light on, and dealers cannot replicate it. Separately, a car rolled backward after being shut off in Drive. Toyota said that was normal because the shifter was not in Park.
Body and structure61 crash
Paint chips down to bare metal on the front of the car, in one case before 8,000 miles. Other owners see paint bubble and peel across the hood, roof, and doors after about a year and four months, and dealers warn it may rust. The panoramic sunroof shatters on the highway, starting from a crack around the seal. The rear passenger door fills with water and sloshes. Technical Service Bulletin 0084-21 addresses that noise, and one car got it at 19,100 miles. The one crash report blames brakes, but Toyota's inspector found no brake fault.
Fuel system61 crash
On hybrid models, the gas tank stops taking fuel well short of full. The pump nozzle clicks off near the 3/4 mark, and owners get about 10.5 of the rated 14.5 gallons, with range on a full tank dropping to roughly 413 to 430 miles. Replacing a sensor has not fixed it. One owner says the dealer has had the problem under investigation for months. A crash-flagged report describes a strong fuel smell in the cabin from a leaking fuel line that had been over-tightened. The dealer repaired it free.
Acceleration and cruise control54 crashes
Four of the five reports are crashes from sudden acceleration while easing into a parking space. The car jumps from walking pace, climbs curbs, and hits signs, railings, landscaping, or another car. Drivers say they were on the brake. In one case bystanders stood within six feet. A separate pattern involves adaptive cruise control braking hard on an empty interstate. Pressing Cancel, the gas pedal, or the brake does not switch it off. The only fix is pulling over and restarting the car.
Brakes52 crashes
Braking cuts out for 1 to 3 seconds when the car hits a bump while slowing. The pedal grinds like ABS, the VSC light flashes, and some cars show a slippery-road warning on dry pavement. Owners describe rolling into intersections. Dealers cannot reproduce it, though one confirmed in the car's computer that ABS triggered each time. Two crash reports describe the car moving forward while parking with the brake held, ending at a garage wall and a parking meter.
Airbags33 crashes
Airbags fail to deploy in serious collisions, including a head-on crash and a sideswipe that sent the car into a hydrant and a pole. No airbag warning light showed beforehand. In one non-deployment the driver hit their head on the steering wheel. In another, the vehicle's crash data was copied and sent to Toyota. All three reports are crashes, with 2 injuries. The third describes a surge while parking, with neither the airbags nor the crash warning going off.
In owners' own words
Excerpts from complaints RAV4 owners filed with NHTSA, as written. Listen for the same symptoms on your test drive.
A car pulled out right infront of me at an intersection, I hit their back drivers side rear with most of the front of my car. I was doing approximately 41-45 mph. No airbags were deployed and my SOS button didn't work nor did it call for help.

While raining, noticed smoke coming from under the hood, engine seemed as if it didn’t have any power. Car shut off. While attempting to restart I seen a message in dashboard that said Engine stopped: steering power low. Took a while to get car cranked again after multiple attempts. Message in dashboard disappeared after multiple attempts to restart nor is there a message in remote application health status section.

I was driving over 120 MPH and my car slid and hit the front car. My car later caught fire and ruptured shortly after. The FD extinguished it and it was a total loss. I have no clue as to where it was taken after the accident. Sorry :(
Filed with NHTSA, April 2025
I was sitting in line at a drive-thru with my wiper blades on the intermittent setting when suddenly the engine shut off and I got an error message that said “engine shut off steering power low”. The check engine light, battery, and steering light all came on. I turned the car off and then on again. It rumbled and then shut off again with the same message. I had to shift to neutral and push into a parking spot.

I slowly turned right into a parking space, braked to stop but the car didn't stop and instead lurched, jumping forward over the parking curb and hitting a small wall. My foot was on the brake pedal the entire time. It happened at 9:00am on a clear day. I was alone in the car and uninjured. Damage to the car was extensive and estimated at nearly $40,000. As a result, car was totaled by the insurance company.

The brakes failed, without warning, while parking; causing me to hit a pole/wall in my employer’s parking garage on April 12, 2024. I was injured, and obtained care from UChicago Medical Center. Toyota assigned an independent investigator to assess my vehicle; which was completed on April 29, 2024. Per Toyota, no brake issues were noted. My vehicle remained at Oak Lawn Toyota from April 12, 2024- May 31, 2024.
Filed with NHTSA, June 2024
I was driving on a highway posted speed limit 75mph on a clear day with no precipitation and without cause, the panoramic sunroof above my head imploded with glass shattering down upon my head. I did not hit anything and nothing hit me. No rocks, no debris, no outside force caused this. The panoramic sunroof showed a crack around the seal where it meets the body of the car and it imploded and cracked (shattered) inward from this cracking.
